Insurance estimate way to low, help?

Ok, So about 2 weeks ago I was at a friends house. When I walked out and was getting ready to get into my truck, I noticed all four windows from the passenger side and drivers side smashed out, along with my truck being keyed all around on every panel. I called my insurance company the next day and a few days later they sent someone to give an estimate. I wasn't there though. So I then received a check in the mail, along with the breakdown of the estimate. They gave me $2,600, minus my deductable left me stuck with a check for $1,600. I felt that was way to cheap for a brand new paint job and to replace my windows, so I went around and got quite a few estimates of my own. They ranged between $5,800 - $7,000. I faxed them over the estimates, and what they told me was that the way they worked was I'm supposed to show them their estimate and they are supposed to work with the shop owner from there. So today I went, and as the shop owner was reading through the estimate, he was laughing and pointing things out, saying they can't be serious. He said there is basically no shop that would do all that work for cheap. He says I might need a lawyer. Any advice guys? Because all I want is my truck fixed, and its turning into a big ordeal. I drive a 2003 Chevy Silverado just in case that matters. I also still have they check they gave me sitting my my drawer, haven't cashed it.

NC State Highway Patrol responded to the scene and the driver was cited for failure to yield the right of way. The driver was apologetic and admitted several times around a number of people that he must have blanked out or was daydreaming from the frustration of the school bus. USAA is saying that they need to make sure that my daughter was not 1% at fault, meaning speeding perhaps. The officer estimated her speed at impact at around 40 mph and the speed limit is 55mph. She hit the drivers back tire of his Jeep Wrangler (small truck) causing him to rest in a small trench or ditch ion the side of the attempted driveway. The front passenger side above the front tire and the front by the headlight is damaged on her car. She tried to avoid him, protect her younger sister (13) and avoid veering to much left in fear of hitting the school bus. My girls were terrified when I arrived 15 minutes after the accident. USAA stated that she may have had time to instanly stop, but she tried everything that she could do. In my opinion, she should have never been put into that situation. USAA is saying that points of contact are off, but my insurance agent said that she hit the back tire because a Jeep Wrangler is only 5 ft long and he was not towing a boat or driving a common sized vehicle. Plus the driver admitted to pushing down on the accelerator when he realized what was happening. I just need to have someones advice on this matter before hiring a lawyer. Thank you.

According to the 3rd party, my friend hit their parked car (which was parked on the curb in front of their home), then parked his own car, went up to their house, rang their doorbell and exchanged insurance information. The 3rd party claims that this took place in a town that's more than 1 hour away from where we work and live. This allegedly happened 3 months ago. There are two major problems with this story: A- The alleged incident never happened. I carpool with my friend to and from work and was with him that night. B- The 3rd party has all of his insurance information. Could the insurance company have called the wrong person (i.e. gotten policy numbers mixed-up while processing the claim)? If not, how could a 3rd party have his insurance information? How common are fraudulent insurance claims (against another person)? And has anything similar happened to you or someone you know? My friend is a little worried because there is some minor damage to his rear bumper. We live in a major city and pretty much every 3rd car has nicks and scratches along the bumper from parking garage 'mysteries' and whatnot. Also, about 8 months ago, a young woman rear-ended us while we stationary, waiting to turn left at an intersection. Other than a scratch to his rear bumper caused by her license plate bolt, there was no cosmetic damage, and while we exchanged insurance information, my friend decided not to file a claim (she was very nice and didn't look as though she had a lot of money). I'd hate to think that it's her trying to commit fraud against him...
